We are launching this newsletter for WM4U Programme – Waste Management for Ukraine – a Swedish initiative supporting the development of sustainable waste management in Ukraine. In it, you will get updates on our work, progress from the field, and additional information about the project. The newsletter will be published quarterly.

WM4U explores the experience of
Ivano-Frankivsk communities
 
From 29 July to 1 August, the WM4U Programme assessed household waste management in eight northern Ivano-Frankivsk communities, building on earlier visits in June. Experts reviewed service quality, legal compliance, community engagement, and technical capacity, highlighting local innovations such as bag-based rural collection, green waste shredders, in-house container production, NGO-operated services, school-led recycling, and even a chaplain-led initiative near churches.
 
Despite these successes, challenges remain — including limited funding, equipment shortages, weak enforcement, and insufficient communication. The findings will guide tailored recommendations to help each community strengthen waste management under the WM4U Programme.

Second container delivery to Lozova
 
On 15 July, the Lozova community in Kharkiv region received a second shipment of 224 waste containers (600 litres each) as part of the WM4U programme. The containers were provided by the waste management company of the Swedish municipality of Borås.

Swedish clusters visit Vinnytsia and Ivano-Frankivsk clusters
 
From 23–27 June, Swedish municipal representatives and experts visited Vinnytsia and Ivano-Frankivsk regions as part of the WM4U programme to explore local waste management practices, strengthen intermunicipal cooperation, and support reform implementation.

The Swedish clusters visit Ukrainian partners in the east and north
 
From 9 to 13 June, Swedish experts visited Ukrainian partner clusters in Lozova and Kremenchuk to assess local waste management systems and support the launch of pilot cooperation.

Ukrainian delegation learns from the Swedish experts in waste management
 
As part of the WM4U programme, 17 municipal leaders from across Ukraine visited Sweden in May to learn firsthand how effective, citizen-focused waste systems operate. Through visits to cities like Malmö, Gothenburg, Gävle, and Stockholm, delegates explored Sweden’s circular economy in action – from advanced recycling and biogas plants to local engagement strategies and intermunicipal cooperation models. The study tour sparked practical ideas and renewed commitment to reform, with each Ukrainian cluster now drafting its own roadmap for system improvements in line with EU standards.

Ukraine strengthens ties with EU waste sector
 
A Ukrainian delegation joined the 11th CEWEP Waste-to-Energy Congress in Gdańsk, Poland, on 5–6 June with support from the WM4U Programme. Representatives from Ukraine’s Ministry for Communities, Territories and Infrastructure Development and the Ministry of Environmental Protection and Natural Resources explored European best practices in sustainable waste-to-energy systems, circular economy strategies, and innovative decarbonisation solutions.

WM4U commissions Sweco to design Ukraine’s new waste tariff system
 
WM4U has selected Sweco – a European engineering and architecture consultancy – to develop a modern, transparent, and sustainable tariff system for municipal waste management. Sweco’s assignment includes analysing current gaps, proposing new tariff models, and creating a tool for calculating waste fees.

Kremenchuk strengthens waste infrastructure with Swedish support
 
On 28 May, Kremenchuk, Poltava region, received 240 600-litre waste containers from Sweden. Donated by the Swedish region of Skåne and coordinated by Avfall Sverige and SALAR International, the containers will enhance waste collection across Kremenchuk.
